VISION

An outstanding model in disease surveillance, response and management in health emergency that is universally competitive and locally responsive.

MISSION

To provide the whole country and all its component communities with the benefits of functional and integrated institutional capabilities for preparedness, prevention, prompt detection, characterization, containment, control of diseases of public health importance, and contribute in building a safer, prepared and resilient community by ensuring comprehensive Health Emergency Management in accordance with acceptable standards.  

GOAL

To reduce mortality and morbidity during emergency, disaster and calamities through an institutionalized, functional integrated disease surveillance and response system nationwide (Philippines Integrated Disease Surveillance and Response).

OBJECTIVES

  1. Establishing an integrated system for emergency preparedness/response and management within the Department of Health.

  2. To enhance the capabilities of the health sector at the national and regional levels to efficiently and effectively manage and support local capacity development for disease surveillance and emergency response.

  3. To increase the number of LGU's able performs disease surveillance and response.

  4. Promoting emergency preparedness and disease surveillance through networking, inter-sectoral collaboration, technical assistance, training and development.

  5. To increase the utilization of disease surveillance data for decision making, policy-making, program management, planning, evaluation at all levels and supporting researches on health emergency preparedness, management and response.

  6. Developing a risk reduction framework for health emergency preparedness, disease surveillance and policy development.

REGIONAL EPIDEMIOLOGY SURVEILLANCE and DISASTER RESPONSE UNIT or commonly called RESDRU is one entity of the Department of Health, Regional Office 10 that has three (3) main components, namely;

Health Emergency Management,

Surveillance and Epidemiology and

Field Health Service Information System (FHSIS).

Health Emergency Management

Foreseeing the natural, man-made and technical type of emergency that has a potential to be a disaster Health Emergency Preparedness is being exploited through risk management which is a comprehensive strategy that aims to reduce exposure to an event or phenomenon which has a potential to damage a community. A policy guided plans and protocols are applied and supports the mandates in the formation of disaster control groups/teams in all level of health facilities by assisting them to become well-equipped during unfortunate events.    
As the need arises due to inevitable health related emergencies and disaster this program emanates on its way to response through a holistic health emergency approach. In which, various health services are being delivered who need and to those who are affected through an institutionalized, collaborative and action oriented Operation Center. This include Medical Services, Water and Sanitation Hygiene, Nutrition and Mental Health and Psychosocial.
Today, with countless emergency response and outspreads of health related services to those who are in-need together with its resilient, task and result oriented staff, the Health Emergency Management in the region in one of the renowned, most outstanding practices during emergencies and disaster in the country. 


Surveillance and Epidemiology
In line of reaching the Millennium Development Goal (MDG) 6; combatting HIV and AIDS, Malaria and other diseases, surveillance and epidemiology plays its main role in support to the Philippines Integrated Disease Surveillance and Response (PIDSR). As it aims to provide an accurate and timely relevant information for decision-making, planning and implementation the following areas are being embedded: Vaccine Preventable Diseases (VPD) and Adverse Event Following Immunization (AEFI), Event-based Surveillance and Response (ESR) and HIV/ AIDS & STI Surveillance. Diseases both emerging and re-emerging diseases as well as unusual health threats that arises in a particular time are being monitored seriously and regularly. 
At present, a total of 116 Hospital Diseases reporting Units (DRU), 35 Hospital laboratories, Blood banks, 9 Social Hygiene Clinics (SHC) are being facilitated for an accurate, complete and timely submission of reports and also being recognized to certainly give significance on health reporting system.

Field Health Service Information System (FHSIS)
As one of the source to collect data of an unusual existence of a disease as well as monitor the status of a particular community, the FHSIS maintains its fine reputation in providing summary of data on leading cause’s morbidity and mortality of a particular area. It also provides data on health services delivered using different sets of indicators, the basis or public health priories as well as planning, budgeting, logistics and decision making. 

Today, at total of ninety-three (93) health facilities that are included in the network of information system and being monitored regularly, these includes Provincial Health Office (PHO), City Health Office (CHO), Municipal Health Office (MHO) and Rural Health Units (RHU). 
Together, with the Local Government Unit and other inter-local agencies these programs (Health Emergency Management, Surveillance and Epidemiology and Field Health Service Information System (FHSIS) are being implemented concurrently to plays its main role in serving the Filipino people, most especially in Northern Mindanao. 

Strategies

1.    Serves as the DOH Coordinating Body for the health sector in the region
2.    Provides technical assistance and empowers all LGU’s in the area on health emergency management, and disease surveillance.
3.    Maintain an updated hazard and vulnerability assessment of its catchment areas
4.    Observes all requirements and standards needed to respond to disease outbreak, emergencies and disaster
5.    Organizes the health sector in the region and provides a mechanism for coordination and collaboration
6.    Maintains an operation centre to serve as the regional repository of events for the health sector
7.    Identifies an official spokesperson to answer concerns by the public and the media
8.    Reports to the DOH central office on all emergencies and disasters and any incident with potential of becoming an emergency
9.    Documents all health emergency events and conducts researches to support policies and program development
